A determined policeman (Chuck Norris) tracks a mad killer down to the Santa Monica pier. When the crook accidentally trips, the cop succeeds in capturing him, and the public heaps praise on the arresting officer. But then the maniac escapes, and the frightened cop has to prove he deserves to be called a hero.
